Yes. More than about three inches of loose stone on a walking surface is unpleasant to walk on and unstable underfoot. Depth belongs in the compacted base, not the surface course.

No more than four inches per lift, and two inches is better. A plate compactor simply cannot densify a deeper layer all the way through.
